Meeting of Working Group on urban planning was held in Aghdam

Meeting of the Working Group on urban planning of the Interdepartmental Center operating under the Coordination Headquarters established for centralized solution of issues in the territories of the Republic of Azerbaijan liberated from occupation was held in the city of Aghdam. The event was attended by First Deputy Chairman of the State Committee on Urban planning and architecture of the Republic of Azerbaijan Namig Hummatov, the special representative of the President in the liberated territories of the Karabakh economic region (except Shusha) Emin Huseynov, Deputy Head of the Foreign Policy Department of the Presidential Administration Nusrat Suleymanov, representatives of “Azerishiq”, “Azersu”, “Land Reclamation and Water Management”, ANAMA, Service for Restoration, Construction and Management in Karabakh Economic Region and other organizations.

 

At the meeting, detailed information was provided on design works related to construction activities carried out in the liberated city of Aghdam, as well as on mine clearance operations carried out in parallel. Also, the issues of planning the internal road-street network, electricity and water supply of residential areas, as well as the work to be done to restore other infrastructure facilities were discussed.

 

Head of the Working Group, First Deputy Chairman of the State Committee on Urban planning and architecture of the Republic of Azerbaijan Namig Hummatov noted that the action plan of the “1st State Program for the Great Return to the territories of the Republic of Azerbaijan liberated from occupation”, approved by the Decree of President Ilham Aliyev dated November 16, 2022, defines specific goals for each locality, and all structures represented in the Working Group should be mobilized to fulfill the planned works. Noting that large-scale construction work will begin this year in all territories liberated from occupation, the head of the Working Group said that territorial planning work has already been completed in the city of Agdam and villages, and construction of villages will begin at the next stage.  

 

At the meeting, the special representative of the President in the liberated territories of the Karabakh economic region (except Shusha) Emin Huseynov also spoke about the work being carried out in the Karabakh economic region within the framework of the 1st State Program on the Great Return, about the planned projects. He said that the first stage of construction work in Talish village of Tartar region is about to be completed, this work will be completed by the end of February and the area will be ready for the resettlement of 20 families. In total, 15 thousand 999 private houses and apartments are planned to be built in 2024-2026, including 9690 in Agdam district, 5634 in Fizuli, 368 in Terter and 307 in Khojavend districts.

 

In his speech, Deputy Head of the Foreign Policy Department of the Presidential Administration Nusrat Suleymanov spoke about activities of the Coordination Headquarters over the past two years and about the upcoming works. It was noted that the scale and dynamics of construction work carried out in the territories liberated from occupation in 2023 will increase. The importance of holding meetings of working groups in the territories liberated from occupation in order to ensure discussion of issues on the ground, conducting inspections of the relevant territories and projects was stressed.

 

Executive Director of the public legal entity "Service for Restoration, Construction and Management in Karabakh Economic Region" Ovsat Hamidov informed about the status of construction work carried out in the city of Aghdam. He spoke about the mine clearance work, the construction of the socio-economic infrastructure of the city and its road transport network. In addition, he spoke about the restoration work carried out at school № 1 of Agdam, as well as historical and cultural monuments, and the development of conceptual solutions for intra-city residential areas. It was noted that it is planned to launch the construction of a number of residential areas in the near future. According to the state program, by the end of 2026 it is planned to resettle 42 thousand residents to Agdam and nearby villages.

 

It was noted at the meeting that, in accordance with the master plan of the city of Agdam, work has begun on the design of the administrative territory. A Forest Park and a Central Park with an area of 300 hectares will be built here in order to ensure the social life of the population. In connection with the declaration of the Karabakh economic region as a “green energy” zone, a central heating system will be created in the city of Agdam.

 

After the meeting, the participants of the event inspected residential buildings and school №1 built in the city of Aghdam.
