According to the Article 80.1 of the Urban Planning and Construction Code, notification procedure shall apply and only architectural plan sections of basements, floors, roof plans, cross-sections and facades of the construction project and master plan of the construction site shall be required for individual houses on the owned, rented or used land plots with over 3 floors, each floor being over 12 meters high (building height shall be calculated from zero, that is, the surface of the first floor up to the bottom of the top floor (below the attic floor)) and span being up to 6 meters.

 

According to the Article 80.3 of the Urban Planning and Construction Code, when notification procedure applies, the architectural plan sections and the master plan of the construction site of the construction project should be prepared in accordance with the requirements of the detailed plan that is in force on the respective territory. In the absence of such a plan or its expiration, the architectural plan and master plan sections of the construction project shall be verified against the Article 11 of this Code including detailed rules on zoning, type and scale of construction; it shall be checked for compliance with the basic conditions for construction at the sites adjacent to existing residential settlements.

 

According to the Article 80.4 of the Urban Planning and Construction Code, the client shall inform the local authorities of the construction intent prior to commencement of the construction and provide the architectural plan and master plan sections of the construction site for the construction project to verify their compliance with the Articles 80.1 and 80.3 of this Code; and also a copy of the document certifying the right of ownership, lease or use of the land plot.
