Article 88 of the Code of Urban Planning and Construction requires examination of construction projects in the following cases. Except for projects specified in Article 89 of the Code, the following construction projects are subject to examination:

• Construction projects with mandatory construction permits to verify compliance of these projects with the requirements of urban planning and construction regulations;
• Construction projects and cost estimates of facilities financed from state funds in addition to those specified in the Article 88.1.1 of this Code to evaluate efficient use of funds allocated for those facilities;

If there are any modifications that can affect the structure or stability of already examined construction projects, those projects shall be subject to re-examination in the manner specified in the Articles 88.1.1 and 88.1.2 of this Code.
