The State Committee on Urban Planning and Architecture of the Republic of Azerbaijan (hereinafter referred to as the Committee) invites to submit bids for the open tender for preparation of the Baku Master Plan in connection with the implementation of the Resolution of the President of the Republic of Azerbaijan No. 256 dated 27 June 2018 on Actions to Prepare Master Plan of Baku. The tender will have 1 lot in accordance with the Law of the Republic of Azerbaijan “On Public Procurement”.

Legal persons with technical and financial capacities, managerial competence, professionalism and signatory authority for procurement contracts with no overdue tax and other outstanding mandatory payments and with extensive international experience and skilled staff in open tenders for urban planning (Master Plans) may participate in the tender. Detailed information on the composition and scope of work is given in the project specification.

Those who wish to participate in the tender will receive general tender conditions in Azerbaijani and English upon their written request to the Committee and payment of a non-refundable fee of 850 (eight hundred fifty) AZN or USD500 (five hundred) to the following bank account:

The payment document should specify the funding purpose.

Based on the submitted application, bidders will receive tender conditions in digital format.

The bidder should take into account all taxes (including VAT) applicable to the procurement contract.

For a bidder registration, the following documents should be submitted to the Committee's administrative office or to its postal address (excluding bank guarantee in the amount of 1% of the bid price) until 15:00 local time, February 7, 2019:

1. Application for participation in the tender;

2. Bank document confirming payment of participation fee;

3. Bid offer (should be valid at least 30 banking days after the envelope is opened);

4. Bank guarantee in the amount of 1% of the bid price (must be valid at least 60 banking days after the envelope is opened);

5. A document confirming the authority of the person to sign the tender proposal and procurement contract;

6. Bidder’s full name, legal status, charter, country of registration and details;

7. Bank confirmation on the financial condition of the bidder for the last year;

8. Copy of the bidder’s financial statements for the past year approved by the tax authorities;

9. Reference from the tax authority that the bidder has no overdue obligations on taxes and other mandatory payments;

10. Copy of the special permission (license) for the preparation of urban planning regulations by the bidder or any of the bidders, who wish to participate in the tender;

11. Confirmation from the bidding company that it has no bankruptcy note, foreclosure, collateral for paying outstanding obligation or any other form of liability, court decision to suspend business activity as well as other documents specified in the general tender conditions.

Documents should be written in both original and one copy. Documents submitted by foreign bidders should also be translated into Azerbaijani.

Bidders may create a consortium to enhance their qualifications. In this case, in addition to the documents referred to in paragraphs 1-11, they should also provide a consortium agreement as well as documents (information) of each consortium member, as set out in paragraphs 6-11.

Bidders shall submit signed and stamped bids and bank guarantees in sealed envelopes by 15:00 on February 18, 2019 to the administrative building of the Committee at 65 Fuzuli Street, the Republic of Azerbaijan. Envelopes submitted after the deadline will be returned unopened. Bids should be made in Azerbaijani and English, in both original and one copy.

Bids shall be valid for at least 30 banking days (at least until April 11, 2019) after the bid envelope has been opened, and the bank guarantee of 1% of the bid price shall be valid for at least 30 banking days after bid validity period (at least until May 27, 2019).

The envelopes with the bids will be opened at 15:00 on 19 February 2019 at the above-mentioned address. Authorized representatives of bidders may attend the opening of the envelope:

Winner will be selected based on the Quality and Cost Selection (QCS) method set forth in the general tender conditions.

Bids should consist of technical and financial proposals.

Technical Bid Evaluation Criteria:

- Similar experience - 30 points;

- Correspondence of proposed work plan and methodology to project specification - 25 points;

- Qualification and experience of the core staff (specialists) - 45 points.

Minimal technical evaluation score - 70 points.

Financial bid evaluation criteria - the lowest price.
